A gendered analysis of Victorian public health and wellbeing priorities for the Goulburn Valley and North East Victoria


WHGNE has developed the Regional Health Planning Resource 2025, to help local government consider gender, intersectionality and rurality in their municipal health and wellbeing planning.

This resource analyses state and national data through an intersectional and gendered lens, aligned with the Victorian Public Health and Wellbeing Plan 2023-2027.

This Regional Health Planning Resource has been developed together with the Gendered Data Insights tools, which are organised by Local Government Area – you can explore these tools here.

This resource can be used alongside the Gendered Data Insights tools to help local government:


  • Apply a gender lens to 2025-2029 Municipal Public Health and Wellbeing Plans and Council Plans.
  • Take evidence-based action on population health issues in rural communities.
  • Meet obligations under the Gender Equality Act 2020.
