Our 2025-29 Regional Health Planning Resource and Gendered Data Insights tools are a suite of practical resources designed to support local government and community organisations to integrate gender equity into health and wellbeing planning.

The Regional Health Planning Resource and Gendered Data Insights Tools were launched at an online event on 4 March 2025. These resources have been developed to support population health planning between 2025-2029.

WHGNE has developed the Regional Health Planning Resource and Gendered Data Insight Tools to support local government to consider how gender, intersectionality and rurality can be embedded in municipal health and wellbeing planning.

The Regional Health Planning Resource: A gendered analysis of Victorian public health and wellbeing priorities for the Goulburn Valley and North East Victoria analyses state and national data through an intersectional and gendered lens, aligned with the Victorian Public Health and Wellbeing Plan 2023-2027.

This resource has been developed in coordination with the Gendered Data Insight tools, which contain local government-level data broken down by sex, with recommendations for action. While designed for local government, these resources are useful for anyone involved in population health planning.

Each of the 12 Local Government Areas across the region has its own resource, which you can find below.

These resources will help local government:

  • Apply a gender lens to 2025-2029 Municipal Public Health and Wellbeing Plans and Council Plans
  • Take evidence-based action on population health issues in rural communities.
  • Meet obligations under the Gender Equality Act 2020.


Local governments play a key role in promoting community health and wellbeing. With strong community ties and the ability to implement targeted, population-level interventions, local governments can address the social determinants of health, focusing on the unique challenges and barriers faced in rural and regional areas.

By tackling gender inequality, improving service access, reducing stigma, and enhancing community education, local governments can foster better health outcomes and advance public health across Victoria.

This set of 12 Gendered Data Insights is designed to be practical and tailored to the local context. We have included sex-disaggregated data alongside practical examples to inspire future health and wellbeing initiatives.
